Management & Program Analyst

The primary duties of this position are:
Assists the Administrative Officer in preparing annual budget projections based on work plans and budget estimates developed in by the division's branches. Reviews office and group work plans and budget estimates for accounting accuracy and adequacy, resolves inconsistencies, and consolidates the plans into an office and area office annual budget projections. Serves as point of contact for authoritative information on management and administrative policies, procedures, and requirements. Coordinates personnel actions within PXAO and serves as the liaison with the LC Region Human Resources (HR) Office to resolve related issues and problems. Works closely with the Contracting Officer as the Contracting Officer's Representative in the development and monitoring of contracts used in assisting and executing the division's building operations actions. Responsible for the Federal Activities Inventory Reform (FAIR) Act inventory monitoring and reporting for the Phoenix Area Office. Consults with management to determine appropriate coding of FTE in the FAIR Act Inventory and are responsible for coordinating and reviewing the data collection within their area or field offices. Provides input on the Vital Records program for the PXAO Continuity of Operations Plan (COOP). For the GS-301-09:
You must have one year specialized experience equivalent to the GS-07 in the Federal service. Specialized experience must be on your resume and must demonstrate 3 of the following:
Advising supervisors/managers on human resource issues. Assisting with the preparation and tracking of procurement requests. Reviewing administrative policies, assist in developing local procedures, defining administrative requirements, and/or providing advice. Maintaining procurement and contracting records. Reviewing and verifying accuracy of financial data. OR A master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if directly related to the work of this position. OR A combination of specialized experience and graduate education described above. Only graduate education in excess of 18 semester hours may be used to qualify for this grade level. The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. For the GS-301-11:
You must have one year specialized experience equivalent to the GS-09 grade level in the Federal service. Specialized experience must be on your resume and must demonstrate 3 of the following:
Advising supervisors/managers on human resource issues. Preparing and tracking detailed procurement requests. Interpreting administrative policies, developing local procedures, defining administrative requirements, and/or providing advice. Maintaining procurement and contracting records. Gathering data, analyzing and preparing budget needs. OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related; OR An appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Applicants will receive credit for all qualifying experience, including volunteer experience. If selected, the selectee will be required to provide official college transcripts to verify educational qualifications. An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. Failure to submit official transcripts may be grounds for dismissal or rescission of the job offer.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
